Hauptaufgaben

• Executive Transportation Representation: Exercises full authority as the primary U.S. Forces transportation representative to negotiate special military tariffs, conventions, and commercial agreements for passenger and freight surface transport across the entire EUCOM Area of Responsibility (AOR).
• Multilateral & Host-Nation Negotiations: Directly engages with Host-Nation governmental agencies, Ministries of Transport, and the Federal Ministry of Finance to secure exceptions to local transportation laws and modify customs clearance procedures under the NATO Status of Forces Agreement (SOFA).
• Operational Team Leadership: Leads Local National employees within the Commercial Highway and Rail/Barge Cells by distributing workloads, managing performance standards, resolving minor complaints, and providing training.
• Specialized Cargo Planning: Coordinates and plans the movement of complex, sensitive, and hazardous defense inventories—such as missiles, radar/automation systems, oversized cargo, and refrigerated goods—with operational military elements and commercial transport carriers.
• Dispute Resolution & Advisory: Serves as the authoritative source for official interpretations of Highway Tenders and Railway Conventions, resolving disputes between carriers, military activities, and U.S. Finance offices, as well as managing damage claims.
• Regulatory Policy Development: Vested with the authority to modify and develop the Joint Transportation and Traffic Management Regulation to align with evolving transportation directives.

E&T Level I: 2 years of creditable experience as defined in A below PLUS 6 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 6 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level III: 5 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level IV: 4 years of experience as defined in B below PLUS 1 year as defined in C below.

E&T Level V: 3 years of experience as defined in B below PLUS 1 year as defined in C below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.

LANGUAGE PROFICIENCY LEVEL:

• German level C2 according to the Common European Framework of Reference for Languages required.
• English level C2 required according to the Common European Framework of Reference for Languages.
